fix: show collected citizen taxes in faction ledgers

Citizen tax reaches DenarEconomy's holding account without updating the legacy contributor map. This left the faction's Citizens line, its tooltip and new history entries at zero even while daily settlement transferred the money correctly. A regression test reproduced a displayed 0.00 with 12.34 denars held.

Read the Citizens total from the same holding balance used by settlement, and freeze that balance for asynchronous income previews. Reconcile the tooltip and future settlement history against it, retaining available legacy contributor rows and showing the remainder as “Other citizen taxes”. The saved legacy map stays separate from this read-only view, so restart/import bookkeeping cannot import the displayed balance again. Previously missing historical entries are not backfilled.

Legacy fractional contributor rows are rounded before calculating the remainder, so a half-cent saved value cannot inflate the displayed or recorded total. The original saved values remain unchanged.

Validation: 127 focused tests passed, followed by tfmc-mvn -o -B --no-transfer-progress clean verify on Java 21: 8,191 tests passed and the zero-missed-line coverage gate passed. The CodeRabbit rounding finding is fixed and its thread is resolved; the follow-up review is rate-limited. Deployment is tracked separately from this code change.
