fix: correct command tab completion

Correct command suggestions to match the arguments accepted by Recycler, including the current prefix and applicable permission or sender context.

• RC-01: Preserve recognized offline pending-owner completion, online merging, unknown-name omission, case-insensitive deduplication and prefix matching. Replace the 100-tick full-history polling task with an authoritative nonterminal-owner index in ReturnStore, seeded by recovery and maintained by acknowledged creation, updates, migration publication and estate source removal. Update the cached names on index changes, with immediate terminal/removal freshness and no discovery during tab requests or idle ticks. Cache recognized names by UUID and update an indexed owner directly from PlayerJoinEvent, removing the previous name immediately and retaining the joined name after logout without queue changes. Joins use a local owner snapshot from the maintained index; tab completion and idle ticks perform no profile lookup or queue discovery.

Validation: tfmc-mvn -o -B --no-transfer-progress clean verify passed (131 tests, zero failures/errors; 0 skips), including command-completion regressions. git diff --check passed.

CodeRabbit follow-ups:

• Queue-index refresh retains cached names for still-pending UUIDs and only resolves uncached owners. Lifecycle regressions preserve joined names across unrelated queue changes with missing or stale offline profiles, and remove names when the owner stops being pending.
• readRow forgets only Conflict and NoSuchFileException. Generic transient read errors retain the last validated index, and a later normal read/recovery succeeds without restart. Regressions separately cover transient failures, malformed/invalid rows and deleted files, with no queue-byte mutation on failure.

Full clean verify: 131 tests passed; existing 100% coverage gates unchanged.
