fix: correct command tab completion

Correct command suggestions to match the arguments accepted by Infestations, including the current prefix and applicable permission or sender context.

• INFESTATIONS-01: Set completes valid non-infested land province IDs; clear completes active infestations; here is player-only.
• INFESTATIONS-02: Groups are filtered by the quietly resolved province terrain and infestation state.
• INFESTATIONS-03: Root visibility accepts either admin or reload permission; reload-only senders retain completion/execution while unauthorized users cannot see the command and admin branches remain denied.

Validation: tfmc-mvn -o -B --no-transfer-progress clean verify passed (174 tests, zero failures, errors or skips), including command-completion regressions. git diff --check passed.

CodeRabbit follow-up: here is offered only for the current player province when it is valid land and eligible for the selected verb (uninfested for set, actively infested for clear). Silent completion and registered root permissions remain covered; all 174 tests pass.
