fix: correct command tab completion

Correct command suggestions to match the arguments accepted by GeigerCounters, including the current prefix and applicable permission or sender context.

• GEIGER-01: Limit/resetlimit commands and plural aliases complete known previously played offline names from a startup snapshot updated on joins; locate/move keep online-only targets. Prefixes, renamed accounts, duplicates and terminal arguments are covered without completion-time profile lookups.

Validation: tfmc-mvn -o -B --no-transfer-progress clean verify passed (124 tests, zero failures, errors or skips), including command-completion regressions. git diff --check passed.
