Stacked on #276. Documents ProvinceSystem #235: with the AMP login file the restart helper mirrors jars, the Maintenance config and logs through AMP's file manager, installs by upload + MD5 + rename + trash, and uses modified times for Dev evidence. Notes what the administrator can remove afterwards.
