fix: correct command tab completion

Correct command suggestions to match the arguments accepted by BarterShops, including the current prefix and applicable permission or sender context.

• BARTERSHOPS-01: All command keywords are prefix filtered without relying on Paper; deeper completion requires intent, a valid UUID, and clear before --confirm.
• BARTERSHOPS-02: A startup index of retained intent filenames plus lifecycle updates supplies only unfinished-trade IDs, including unreadable records; completion performs no filesystem scan.

Validation: tfmc-mvn -o -B --no-transfer-progress clean verify passed (266 tests, zero failures, errors or skips), including command-completion regressions. git diff --check passed.

CodeRabbit follow-ups: reject retained intent filenames whose UUID canonicalization points at another file; handle unchecked directory traversal failures without failing startup. Both regressions failed before the fix; all 266 full tests now pass.
