fix: correct command tab completion

Correct command suggestions to match the arguments accepted by Archaeo, including the current prefix and applicable permission or sender context.

• ARCHAEO-01: Site completion retains full-query matching but returns only the suffix after name words already typed, across info/tp/set-interest/close/delete. Full first-word names, site-state eligibility, serials and existing confirm paths are preserved. Tests apply Paper final-space replacement and execute the resulting commands.
• ARCHAEO-02: The optional tool/pick argument merges and deduplicates configured tool tokens with online player shorthand, with case-insensitive prefix matching and the explicit-tool fourth-token path preserved.
• ARCHAEO-03: Standing-camp director directory IDs are suggested, including offline owners; unique executable single-token director names and valid online shorthand are retained. Unresolved, ambiguous, multiword and serial-like names do not become unusable owner tokens. No new public provider APIs or I/O scans are added.

Validation: tfmc-mvn -o -B --no-transfer-progress clean verify passed (777 tests, zero failures/errors; 0 skips), including command-completion regressions. git diff --check passed.
