Ensure fork pull requests receive a size label or fail.

The base action already ignored label-write 403 responses for smaller pull requests. However, it still failed size:L and larger pull requests without an approval. The new action removes that failure path. A fork pull request with a read-only token can now succeed at any size without a size label.

Configure write tokens for fork pull requests, or make a 403 from sync_label fail the action.
