Bumps the version of splitfire-agent from 1.0.0 to 1.1.0 in Cargo.toml to prepare for release 1.1.0, including publishing and tagging steps described in the PR description.

Bumps splitfire-agent to 1.1.0 for the library target and
clifeature from #4. KaroKowe Jam (smbcloudXYZ/splitfire#33) depends on it.After merge:
cargo publishfrom the merge commit, then tagv1.1.0sorelease.ymlattaches the binaries.cargo publish --dry-run --lockedpasses on this branch.
