Argument parser attribute and element getters

• Extended the argument_parser class with getters for the parser's attributes (version, description, etc.) and elements (arguments, groups, subparsers)
• Moved the argument_base and typed_argument_base classes to the argon namespace, aligned their method visibility
• Reworked the argument_name type and moved it to the argon namespace
