Dedicated traits namespace

• Introduced a new argon::traits namespace for all type traits and concepts
• Moved all type traits and concepts from argon::util and argon::action::util to argon::traits
• Renamed the following files:
  • argon/util/concepts.hpp to argon/traits.hpp
  • argon/action/util/concepts.hpp to argon/action/traits.hpp
  • argon/action/util/helpers.hpp to argon/action/util.hpp
• Renamed the argument_return_type alias to argument_result_type and moved it from argon::detail to argon::traits
