Withdraw the EVSE lock when the charger stops offering it - #320

The lock entity stayed available after its charger left the snapshot or stopped declaring the lock settable, so a lock or unlock was sent and failed. It now reads unavailable whenever the charger offers no lock control, as the other EVSE controls are withdrawn.

The lock entity stayed available after its charger left the snapshot or stopped declaring the lock settable, so lock and unlock commands were sent and failed. It now reads unavailable whenever the charger offers no lock control, like the other EVSE controls. A new test covers both cases and fails without the fix. Full suite: 2443 passed, 1 skipped; all pre-commit hooks pass.
