Pins all actions in workflows to full commit SHAs, with a trailing comment holding the version. Also adds a
github-actionsecosystem to Dependabot (weekly, grouped) so pins stay current.octokit/request-actionmoved from thev2.xbranch to the v2.4.0 release so Dependabot can track it.
