Return null from ArrangeData in [NoDb] tests - #1099

Code under test often takes a context it never uses, so a [NoDb] test can now construct it with ArrangeData. ActData, AssertData and Reset still throw.

In a
[NoDb]test,ArrangeDatanow returns null instead of throwing. Code under test often takes a context it never uses, so a[NoDb]test can construct it withArrangeDatainstead of needing a null-check helper.ActData,AssertDataandResetstill throw.Applies to the MSTest, NUnit, TUnit and xUnit v3 bases.
