✨ feat: require Python 3.11 and test Python 3.15 packages

Changes

• Raise requires-python to 3.11.
• Extend existing E2E to 3.11/3.14/3.15/3.15t, preserving cargo install/cargo uninstall and shell tests.
• Add one uvx --from . meowda --version command to build/install the Python wheel and smoke-test its executable.

Meowda is a maturin bin package (py3-none), not a PyO3 extension. No release/dependency changes or free-threading workaround; only two files, +8 -2.

Validation

• Local wheel build/install/CLI and existing Cargo E2E passed on all four versions (3.15/3.15t use CPython 3.15.0rc2).
• Rustfmt, Clippy, debug/release tests (7 each), Actionlint and diff checks passed.
• All 16 executed checks passed: four-version tests, unchanged release builds, and lint. Three tag-only publication jobs skipped.

已在 3e653ad 进一步缩到 2 个文件，+12 -4：只保留 Python 最低版本和现有 E2E 的必要改动；删除新脚本、独立 job、README 说明、新增 classifiers 和额外 CI 策略。矩阵只覆盖新下限 3.11、原有基线 3.14、3.15/3.15t。

保留 wheel 构建/安装而非只改 Python 版本，是因为原来的 cargo install 不经过 Python 打包链路。四个版本本地验证及最终 CI均通过；全部 16 个执行检查通过，3 个发布检查按条件跳过。

针对这次 review，6dab6d4 已恢复原有 cargo install / cargo uninstall 和 shell E2E，撤回 venv/PATH 改写及额外 GIL 断言。

现在仅 +8 -2：最低版本、覆盖新下限/原有基线/新版本的矩阵，以及一行 uvx --from . meowda --version，验证实际 Python wheel 的构建、安装和 CLI；3.15t 不再需要额外逻辑。新 head CI及其余检查全部通过。
