build(installer): ship a Windows installer on each version tag - #138

Installer/SemiPlot.iss packages the self-contained publish of SemiPlot.UI with Inno Setup. Shortcuts carry the three launch keys for the C:\DISTR site paths, Users get modify on both site folders, and ConfigFiles/ is copied only where a file is missing, so an upgrade keeps the operator's password. release.yml runs the unit suite, publishes, builds the installer on a vX.Y.Z tag and releases it with the tag annotation as the body. The application icon is the logo's graphic mark, recomposed to fill the square.
