[quantization] Retarget explicit Quantize during qparam propagation - #1080

Retarget a single-user affine per-tensor Quantize to the propagated domain by updating its arguments and output qparams atomically. Preserve quantization boundaries and leave unsupported cases unchanged. Add propagation and serialization regression tests, and document the argument/metadata consistency invariant.
