Add pubIPRClaimed flag to select the Foreword IPR statement - #437

The Foreword patent paragraph is now a template slot with two variants: the existing "no notice had been received" text, and the IPR-claimed statement for documents where holders have filed assurances with SMPTE. pubIPRClaimed is optional (yes/no) and permitted only on ST, RP and EG, the document types whose Foreword carries the statement. Absent or "no" keeps the existing wording, so existing documents are unaffected. Documents the flag in the spec and skeleton, and adds validation fixtures for the valid, absent, bad-value and wrong-pub-type cases.
