This flips every dep from pinned timestamp versions to the canary dist-tag.
It seems broader than "add ctx-registry docs" and makes the manifest non-deterministic (only the lock pins). Is it intentional repo-wide policy?

This was being handled inconsistently anyway, and npm was flaky without this.
