ci: macos-13 no longer exists, so the release never published - #2

GitHub retired the Intel macOS image in December 2025. A job asking for that label does not fail, it queues, and the release job waits on it — so the first tag produced no release and no error either. Both macOS targets build on the arm64 runner now. Cross-compiling x86_64 from arm64 needs only the target, which the toolchain action already installs.

The first tag queued forever.
macos-13was the Intel macOS image and GitHubretired it in December 2025,
so the label no longer resolves — the job sits in
queuedrather than failing, and therelease job waits on it, so nothing is ever published and nothing says why.
Both macOS targets now build on the arm64 runner. Cross-compiling
x86_64-apple-darwinfromarm64 needs nothing but the target, which
dtolnay/rust-toolchainalready installs from thematrix entry. The same run proved
macos-14works: itsaarch64-apple-darwinjob finished inunder a minute while the Intel one hung.
Written against a label I did not check before using it. The Linux and arm64 jobs of that run
both succeeded, so the rest of the workflow is exercised.
