fix(serverless): default the base image to Python 3.12 (RUNSERV-817)

The CLI defaulted --base-image to python:3.11-slim. A worker's entrypoint installs the platform dependencies with no --ignore-requires-python, and liquid declares requires-python >=3.12, so pip refuses the install and the entrypoint exits. A code deploy that did not pass its own base image never brought a worker up.

Every run script under ml/examples overrides the flag, which is why it went unnoticed.

The flag description now names the floor, so overriding it with an older interpreter does not land in the same place. Docs regenerated with make docs.
