fix(serverless): scope apps workers to a version

Summary

• apps workers now accepts --version all or a version id. The default page stays the active version, which is empty when nothing is pinned.
• The next-page cursor replays that version scope along with --state and --status.

Test plan

• runware serverless apps workers <app> returns only the active version
• --version all includes workers from every version
• A next-page hint includes --version when one was set
