feat(serverless): wire versions delete and builds delete

Summary

• Add apps versions delete <appId> <versionNumber> wrapping DELETE /v1/apps/{appId}/versions/{versionNumber} (204; 409 while active, only remaining, workers, rollout, or app deleting).
• Add apps builds delete <appId> <buildId> wrapping DELETE /v1/apps/{appId}/builds/{buildId} (204; cancel queued/running as superseded; 409 if a live version still needs a ready build).
• Reuse --yes/--force via a generalized confirmDelete prompt (Delete %s?).
