Implements OpenTelemetry metrics and traces.
Metric names closely match those listed in the duende docs, counters increment when the equivalent IdentityServerEvents are raised.
Traces implemented through the codebase, additional data tagged where it seemed relevant.
OpenTelemetry docs page added.
