feat(eng-docs): SEA-1764 port gather.ts to the compass taxonomy - #242

Replace the T1 placeholder stub with the real corpus gather, ported from sealed/apps/docs/scripts/gather.ts with the compass deltas: REPO_SLUG sealedsecurity/compass, DOMAINS designs/specs/architecture, SECTIONS Designs/Specs/Architecture/Packages/Contributing, packagePath drops the oss arm (keeps apps two-segment), parseExclusions appends only **/outputs/** over .markdownlint-cli2.jsonc ignores, and CONTRIBUTING_FILES README/AGENTS/CONTRIBUTING/forks-README. Everything else (frontmatter, H1 strip, link rewriting, sidebar, index) ports verbatim. Add the ported unit suite with compass fixtures.
