Motivation or Problem

Update the year in the license at the top

Description of Changes

This changes the license year from 2023 to 2026

Testing

I'll run a script to see if any of the files are changing more than the license year

Reviewer Tips

Look for any files where more than the license year got changed

I think these are the main changes:

    Arkane.py
    rmg.py
    rmgpy/__main__.py
    rmgpy/molecule/fragment_utils.py
