Update the decommutator README and remaining L1 references - #83

Use L0.5 rather than L1 and the current module names, and note more of the ways that failures are skipped and that output is written. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The decommutator produces L0.5 data. The output CDF files are still named *_L1.cdf, but the log file is now named swp_spc_l0_to_l05_*.log. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
