Config options were not being drawn if the scroll bar cause them to be partially cut off

Description of the problem being solved:
The config tab in the compare builds UI was completely cutting off dropdowns or checkboxes if any of the visual was outside the drawing area instead of just cutting off the visual of part of the object
The trade UI to buy items in the compare tab was also showing tooltips for hovered items in the background
