1.6.163: localize state badges and reactive relative dates

Prepare Web Console 1.6.163 on exact signed source 5db737a5e04c4cc15672f97296d5bf521ab9a8da.

• Relative dates recompute on Intl locale changes and use the existing Moment language mapping per instance, without changing the global locale during formatting.
• State badges translate only seven recognized model.displayState labels through existing keys. Unknown labels and health/connection overrides such as active + Disconnected remain unchanged; icons, colors, model state and API behavior are preserved.
• Integrate the published Web162 documentation from main ae72c414f205dbeb3c743802ab4c486855addd8c without changing the frozen locale patch.
• Bump only numeric metadata to 1.6.163. The reviewed lock baseline and current lock remain byte-identical; their dependency graphs are unchanged. Existing CI expected/printed versions are synchronized without weakening any checks or security thresholds.

Evidence and pending validation

Native Chrome 153 focused source tests already passed 12/12 (7 real rendering, 3 helper, 2 existing user-language), zero failures/skips/todos. This covers en-us -> zh-tw -> en-us with an unchanged timestamp, instance locale, existing locale mappings, known translations, unknown fallback, and active + Disconnected preservation.

The six locale source/test files are unchanged from signed commit 4127ffc0d; these local tests were not rerun for version/documentation-only preparation. They used an existing local dependency installation, not fresh locked CI or packaged acceptance.

The normal Validate Web Console workflow will be dispatched on this exact head. Its full scripts/ci, two production builds and deterministic candidate comparison remain pending; no CI success or public artifact is claimed here.

No new translation keys, full-language acceptance, backend writes, authentication/MFA, Server runtime patch, deployment, merge, tag or public release is included. Historical HOLD and the broader incomplete resource/role matrix remain unchanged.
