Live v0.14.32 upgrade on RancherCenter/RancherNode22 retained two ESTABLISHED IKE SAs per peer while only one carried traffic. This change leaves missing-SA recovery to the existing health reconciler (default CHILD close_action=none) and reaps only a long-lived, zero-traffic duplicate when exactly one other installed SA for the same managed peer has traffic. Recent, ambiguous, and unrelated SAs remain untouched. Focused unit tests cover the duplicate-SA decision and VICI configuration. The isolated two-node gate tests a rolling v0.14.31 to candidate handoff, bidirectional encrypted traffic, and restart recovery; forced duplication of the old isolated topology was not deterministic, so the existing live two-host duplicate remains the decisive post-release gate. Release coordinates target v0.14.33.
