WalkthroughThe change adds shared execution and request-envelope types, account-scoped leases, and filesystem and PostgreSQL storage for execution reservations, submissions, and outcomes. It also adds proposal request-byte limits and updates canonicalization to protect candidates associated with active executions. ChangesGuardian execution flow

This rabbit checks the lease token bright,
And guards the candidate through the night.
A sealed request keeps bytes in line,
With checksum, version, protocol sign.
When promotion marks the work complete,
The rabbit thumps a happy beat.

#560's superseded_deltas archive is on this branch now, so the parked-delta refusal (409 conflict_pending_delta with meta.reason parked_delta, ACCOUNT_INADMISSIBLE at the boundary) goes. Admission moves a retained or client-abandoned row at the candidate's nonce to the archive (deleting it only when retention is off). If that row's transaction lands instead of Guardian's, reconciliation resolves the execution CANDIDATE_DISCARDED and then restores the archived row, so Guardian catches up; commit_promoted_execution still settles only an execution whose expected commitment is the promoted state. Both SDKs drop the refusal's reason field, and the TLA model replaces the refusal with the archive. Also resume a Postgres promotion whose target a /configure re-onboarding already wrote (#528 review): promote_candidate refused it as StaleBase on every pass, wedging the execution that owns the candidate. The filesystem backend already resumed.

Review only
This PR is one layer of a review stack for #510. Do not merge it. #510 is the branch that is tested, qualified on devnet and merged; the top of this stack has exactly the same tree as #510.
Stack: design (#370) → 1 storage → 2 executor → 3 lifecycle → 4 API and ops → 5 Rust SDK → 6 TS SDK → 7 qualification. Each PR's base is the layer below, so the diff shows only this layer.
Review feedback is fixed on #510 and the affected layers are rebuilt from it.
