This PR proposes to:

  1. Refactor CONTRIBUTING.md to follow the standard template
  2. Create a TESTING.md and move the big testing section to it bc it's a lot of good information and keeping it in CONTRIBUTING doesn't seem like the best home for it
  3. Adjust links from other files accordingly
  4. Following the template, include links to files that will be added but don't exist yet (e.g. ARCHITECTURE.md). The alternative would be to remember to update/add the link when that file is available
  5. Include a 95% testing coverage req. This is also anticipated. It's a fair request to remove it or note that this isn't available yet

resolves #1047, though this PR proposes to do much more than address this issue. Happy to keep the noisy original CONTRIBUTING.md if preferred

Changes

Contribution and Testing Guidance

Layer / File(s) Summary
Contributor requirements and entry points
.github/ISSUE_TEMPLATE/01_bug_report.yml, .github/PULL_REQUEST_TEMPLATE.md, CONTRIBUTING.md, GUIDELINES.md
The contribution guide now covers repository workflows, quality requirements, AI-assisted contributions, and testing expectations. Pull request titles and commits must follow the specified Conventional Commits format, and commits must be signed. Issue and pull request templates link to updated contribution guidance.
Local and live test execution
TESTING.md, README.md, scripts/live/targets.ts
The testing guide documents unit, integration, and live test commands, filtering, run safeguards, retry outcomes, and output handling. The README and live target comment direct readers to TESTING.md.
Live test CI and script validation
TESTING.md
The guide describes live-test CI planning, compilation, job execution, and artifacts. It also adds commands for dry script tests and type checks.

The contribution guide contains a broken architecture reference and a commit example that contradicts its policy, which may mislead contributors. These are bounded documentation issues; the PR has no identified runtime risk.

Explanation

Issue #1047 requires signed commits, Conventional Commits, no AI Co-Authored-By trailers, an AI-assisted contributions note, and removal of the dead “Git Commit Messages” link. CONTRIBUTING.md documents each convention under Commit and PR conventions and AI-assisted contributions. The old table of contents, including the dead link, is removed.

Full details: Docstring Coverage

Explanation

Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 1 functions across 1 files. (6 skipped: 6 unsupported.)

Full details: Out of Scope Changes check

Explanation

The linked issue covers commit conventions and one dead link. This PR also rewrites most of CONTRIBUTING.md, moves testing guidance to TESTING.md, adds a 95% coverage gate, changes GUIDELINES.md, and updates README, templates, and script documentation. These changes are not required by issue #1047.

Resolution

Limit this PR to the issue #1047 changes, or split the broader documentation refactor into separately scoped work with corresponding linked issues.

🔴 blocking: CI does not run this. test.yml runs compile/types/test/integration/harness/scripts, never yarn test:coverage. The 95% perFile threshold only fires locally. Reword to "run locally (not yet a CI check)", or add the step to CI in a separate PR.

🔴 blocking: this PR's own title (Refactor contributing.md) does not follow the rule it adds, and the squash commit takes the PR title. Retitle to e.g. docs: refactor CONTRIBUTING.md and split out TESTING.md.

⚪ nit: the example contradicts the format above: no scope, not imperative, and the issue ref belongs in the PR description per line 52. Suggest fix(token): reject zero-amount transfers.

🔵 followup: three more midnight-contracts URLs still 404 in this file (lines 13, 23, 25), plus config.yml:4. Same s/midnight-contracts/compact-contracts/ fix; fine to fold in here.

Coding conventions live in [`GUIDELINES.md`](GUIDELINES.md):
the single source of truth for naming, section ordering, idioms, testing and documentation.
The design rationale and constraints live in [`ARCHITECTURE.md`](ARCHITECTURE.md) (coming soon!).

🔵 followup: ARCHITECTURE.md (here) and AGENTS.md (lines 71, 83) are still live links to files that do not exist on main, and no open PR adds them. Plain backticks until they land, or track the 404.
