Add a workflow that runs `lintlang scan --discover . --fail-on fail` (pinned to lintlang 0.8.1) on pull requests touching skills/ and on pushes to main. The job fails only on a FAIL verdict, e.g. a SKILL.md with front matter but no description. It covers the frontmatter lint half of OpenRouterTeam#20 only, not the script smoke tests.

Adds a minimal workflow that runs
lintlang scan --discover . --fail-on fail(LintLang pinned to 0.8.1) on PRs touchingskills/oropen-responses/and on pushes to main. It fails only on a FAIL verdict (any CRITICAL/HIGH finding, e.g. a SKILL.md with front matter but nodescription); a missingnameis reported as MEDIUM but does not fail. Locally all 19 current SKILL.md files PASS (0 REVIEW, 0 FAIL), so the check is green on main today; a negative control with an emptydescriptionexits 1.Partially addresses #20: it covers only the frontmatter lint half, not the script smoke tests, so #20 should stay open.
Disclosure: LintLang is our project (Hermes Labs). This PR was prepared with Claude Code; I reproduced and reviewed it. Happy to drop or adjust it if a CI linter isn't wanted here.
