fix: panel tabs stay inside their bar in narrow windows - #36

Where a panel's tab bar was too narrow for its tabs, ImGui shrank them, but the editor drew their names and counts at full width, over the next tab. Below 80 pixels a tab, ImGui scrolled the bar instead, with arrows that the editor hides, and the editor drew the tabs that had scrolled out of view over the next panel. Tabs now shrink as far as they need to, and a tab narrower than its content cuts its name short with an ellipsis, so that its count stays inside it.

In a window narrower than the default 1440 pixels, the panels' tabs ran into each other:
