build: pin OpenReliant 0.15.0 - #24

The debugger was built against the head of OpenReliant's pull request #1208, whose code is the same as the release that merged it. The pin now names the release, so the dependency follows OpenReliant's main.

Pins OpenReliant at its v0.15.0 release instead of the head of OpenReliant/openreliant#1208, which held the same code: their trees are identical, so nothing the editor builds changes.
