brew test stops with "openblas is missing test dependencies: pkgconf" when pkgconf is absent or older than the homebrew-core version. --only-dependencies leaves out test dependencies, so the job relied on the pkgconf preinstalled on the runner image. It failed whenever homebrew-core had a newer pkgconf than the image. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The Homebrew nightly has failed in 11 of the 13 runs since 10-11. Every failure stops at "Test openblas" with the same error, before any test code runs:
The latest is run 39920612204.
The homebrew-core formula declares
depends_on "pkgconf" => :test(openblas.rb#L32). "Install prerequisites" runs--only-dependencieswithout--include-test, so the job depends on whatever pkgconf the runner image already has.brew testcounts an outdated pkgconf as missing, so the job passes only while the image's pkgconf matches the current homebrew-core version.brew update's "Outdated Formulae" list. pkgconf 3.0.9 was merged into homebrew-core at 00:34 UTC on 10-18, before the next nightly. Every nightly since then has failed. With
--include-test, the prerequisites step also installs or upgrades the test dependencies.Fork runs of this workflow on develop af560c1. The probe copy drops the repository guard, triggers on push, and adds a step before "Install prerequisites". That step installs the pkgconf 3.0.8 bottle and then puts the current formula back, which leaves pkgconf outdated the same way it is in the failing nightlies (probe workflow).
Upgrading openblas dependency: pkgconf (3.0.8 -> 3.0.10).Without the extra step, the unchanged copy passes today (run 40044259919), because that runner got the newer 20261021 image, which ships pkgconf 3.0.10. So the nightly will go green again once an image with pkgconf 3.0.10 reaches it, and break again at the next pkgconf release.
I used Claude Code to trace this and write the patch. I checked the change and the runs above.
