This deploys OpenHistoricalMap/ohm-website#448, the OHM customizations rebuilt as logical commits on top of upstream OpenHistoricalMap/issues#735.
I also fixed some build dependencies and added API_DOMAIN to set the iD API host per environment. Before this, every release pointed iD to the production API, which blocked editing in the other environments.
