Feature/edge bridgembus & MeterAbbB23Impl reference target migrate

• Remove 'updateReferenceFilter' from 'AbstractOpenemsMbusComponent' and simplify 'activate'.
• Migrate 'MeterAbbB23Impl' to '@GenerateTargetsFromReferences("mbus")' with 'config.mbus_id' target filter.
• Update meter test to JUnit 4 to JUnit 6.
