Repin the harness authority to #459's merge commit - #463

#459 changed scripts/windows-job-supervisor.cs (residual window evidence on profile cleanup failures) and the workflow that embeds it, both governed by harnessAuthority. Pin harness.revision and harnessAuthority to its merge commit b293d5f with the new blobs and digests, so main's "Phase 1 authority is current" check passes again. harness.revision,harnessAuthority.revisionandtreeto the merge commitb293d5f6812b7e9dfe410a602e47ac974a0ec3b3, with the two files' new blobs and SHA-256 digests, and makes the same replacements insrc/phase1-conformance-lock.test.tsanddocs/phase1-conformance.md. Same shape as #458 and31b15369.Verified locally:
