Introduced new Folder MaterialEquipmentToolTracker, under this created Login folder containing Login.jsx file and module css file

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to http://localhost:5173/tracker/login
6. verify function “A”

Hi All,
I investigated the failing JobApplicationForm bot-protection and duplicate-submission tests. Both test files also fail when run against the development branch, with the same errors (API/wrap mocks not being called and expected alerts/toasts not appearing). These failures appear to be pre-existing on development and are not specific to the Material Equipment Tracker changes. I have kept these unrelated files untouched.
