Lands every open deferred item + kills all known dead code (guest apparatus, distillation/ambient chains, dead policy keys, checklist's unreachable path), with SPEC amended to match. Two adversarial review rounds; 14 confirmed findings fixed — headline: the restart dedupe is provenance-gated (arrival order), never text-equality alone. Migration v15 runs at deploy.
