feat(dynamic-ui): add adaptive collection navigation

Summary

• replaces narrow multi-view chip rows with a compact collection selector
• adds scoped record search, bounded semantic filters, deterministic sorting, and no-results feedback
• isolates browse and insight state by schema, app, view, resource, account, and parent collection scope
• adds reusable adaptive navigation and focused pure tests

Current state

This is intentionally a draft and is the shared foundation for Tasks, Pantry, Chores, and other collection-shaped apps. It still requires focused JDK 21 tests, Android and desktop compilation, emulator QA, and fresh visual capture registration before merge.

Validation

• changelog fragment validation passed
• git diff --check passed
• static scope review completed
• focused Gradle, emulator, and capture validation are pending
