Add a parser for agent-evidence-vocabulary terms and their CRE links - #1173
This implements #1145 from probityai/agent-evidence, where the vocabulary now lives as packages/vocabulary, reading it at the newest release tag from v0.4.0 on. Each term with an opencre list becomes a section that points at the term's line at that tag and links to the CREs it names.
At v0.6.0 that is 9 terms and 11 links: the 10 in the #1145 table, plus a partial link from acceptance_observed to 433-442. That term, added in v0.6.0, records whether a separate verifier rerunning an agent's acceptance commands on its final tree saw them pass. Links are AutomaticallyLinkedTo as in dsomm.py, and each description carries the match value and its one-line basis.
A CRE the cache lacks, or a malformed link, is logged and skipped without stopping the import, as @V-2007-P noted the cheatsheets parser does. The flag is --agent_evidence_vocabulary_in, and the 10 new tests (8 parser, 2 CLI) follow dsomm_parser_test.py and pass under python -m unittest.
Read vocabulary.yaml at the newest agent-evidence-vocabulary-vX.Y.Z
release tag (0.4.0 or later) from probityai/agent-evidence and create
one node per term that carries an opencre list. Each node links to the
CREs it names, with the match value and basis kept in the description.
A CRE missing from the cache or a malformed link is logged and skipped.
Refs OWASP#1145
Added an option to import agent-evidence vocabulary terms from the latest supported release.
Imported terms can link to matching CREs, with match details included in their descriptions. Invalid or unmatched entries are skipped, while unavailable or invalid vocabulary data is reported as an error.
Walkthrough
Adds an agent-evidence vocabulary parser that selects a qualifying release, imports terms with valid links to cached CREs, and registers through a new CLI option.

Summary
Release retrieval and selection application/utils/external_project_parsers/parsers/agent_evidence_vocabulary.py, application/tests/agent_evidence_vocabulary_parser_test.py
The parser selects the highest matching release at or above version 0.4.0 and retrieves its vocabulary. Tests cover tag pagination, version selection, and retrieval failures.
Vocabulary parsing and CRE linking application/utils/external_project_parsers/parsers/agent_evidence_vocabulary.py, application/tests/agent_evidence_vocabulary_parser_test.py
The parser creates standards for terms with valid links to cached CREs. It skips malformed or unresolved links and avoids duplicate CRE links. Tests cover version fallback, generated standards, missing CREs, and invalid entries.
Adds the --agent_evidence_vocabulary_in option. When enabled, the CLI registers the parser with the configured cache file. Tests cover enabled and omitted options.
The all-external-projects shortcut skips the new vocabulary import. The individual flag provides a workaround, so this is a bounded issue to fix before merge if shortcut coverage is expected.

Import the vocabulary parser for the aggregate shortcut.
When --import_external_projects is set without --agent_evidence_vocabulary_in, the new module is not imported. BaseParser.call_importers() discovers only loaded ParserInterface subclasses, so AgentEvidenceVocabulary is omitted. Import the module whenever either flag is set, while keeping direct registration gated by the individual flag.
