Walkthrough
The changes update CUDA version requirements and workflow matrix selections to CUDA 13.4 across dependency configuration, build and test workflows, release image defaults, and contributor setup instructions.
Changes: CUDA 13.4 migration
Layer / File(s)
Summary
CUDA 13.4 dependency and environment definitions dependencies.yaml, conda/environments/all_cuda-134_arch-*.yaml, python/libcuopt_*/pyproject.toml
The default CUDA matrix and CUDA 13.4 dependency mappings are updated. The environment files require CUDA 13.4, and the nvidia-nvjitlink minimum versions are raised to 13.4.
CI workflow matrix selection .github/workflows/build.yaml, .github/workflows/pr.yaml, .github/workflows/test.yaml, .github/workflows/self_hosted_service_test.yaml
Build and test jobs specify CUDA 13.4 matrix types. The self-hosted test workflow accepts an optional matrix_type input and passes it to matrix computation.
Release defaults and local setup .github/workflows/build_test_publish_images.yaml, ci/release/publish_placeholder_release_images.sh, CONTRIBUTING.md
The image publishing CUDA default changes to 13.4.3, and the contributor environment command selects the CUDA 13.4 environment file.
The reviewed workflows select the intended CUDA 13.4 matrix for Java static builds and tests, so no actionable merge-blocking risk remains.

Explanation
The title states the main change: the build and test environment moves to CUDA 13.4.3. The raw summary confirms this. Most workflow, conda environment, dependency, and script changes switch the default CUDA 13 version from 13.3 to 13.4 or 13.4.3, and add a cuda-13-4 matrix type. The title is specific and matches the changeset, so it passes.

Explanation
The description says the PR contributes to rapidsai/build-planning issue #335. It also says the PR uses CUDA 13.4.3 to build and test and updates the CUDA 13.4.3 devcontainers. These points match the changeset, which changes CI workflows, conda environment files, dependency pins, and release scripts to CUDA 13.4. The description is brief but specific enough, so it passes.

Select CUDA 13.4 for the static Java build.
This matrix still uses auto, which currently selects CUDA 13.3.0. The published CUDA 13 classifier JAR is therefore built with CUDA 13.3.0, not 13.4.3. Set matrix_type: cuda-13-4-nightly here, and update the matching static Java matrices in pr.yaml and test.yaml. (raw.githubusercontent.com)

Update the static Java build matrix identified by matrix_name conda-cpp-build to
use matrix_type cuda-13-4-nightly instead of auto, and apply the same matrix
type to the matching static Java matrices in the PR and test workflows.

For some reason we still see telemetry running in cuOpt and failing. It seems to hold up merges even though it is non-blocking. Appears there are still some telemetry bits in cuOpt that need to be removed.

I think by "telemetry bits" you're implying that something related to the now-removed RAPIDS CI telemetry (e.g. rapidsai/shared-actions#157) is failing, but I don't see that.
At that link, I see this failure
