Summary

Add GitHub-only triage-duty queue review and one-item recommendation application. Intake routing skips issues with any lifecycle state; stable source-object IDs and separate new/carried budgets keep recommendations consistent across reviews and duty handoffs.

Adopts Evan Lezar's work from #3082 with his permission and addresses the review feedback there. This successor preserves the original PR; it removes Slack tooling, the obsolete architecture plan, and optional UI metadata.

Changes

• Keep queue review read-only and require a preview and confirmation for each external write, including closure and shareable deferral comments.
• Give historical discovery its own cursor; preserve immutable report snapshots and authoritative append-only action records.
• Store all duty state under an explicitly ignored directory and provide a comparable report template.
• Register both internal skills and update the contributor workflow maintenance map.

Testing

• git diff --check upstream/main...HEAD
• Frontmatter shape, internal metadata, contributor registration, local links, removed source references, and changed-file scope checks
• git check-ignore confirms checkpoint, reports, action records, and inbox are ignored
• Signed commit verified; DCO sign-off present
• Bundled skill validator: blocked by missing PyYAML and unavailable PyPI access
• Markdown lint: configured tool is not installed
• npx -y skills add . --list in a clean disposable copy: package is unavailable offline; public-only discovery remains to verify
• Unit/E2E tests are not applicable to contributor instructions and a report template.
