On PR runs for #40 and #42 the 'Verify bundled tools (packed app)' step hung (cancelled at 15 min once, died after 45 min once) with no error output, while the same code passed on other runs. Give each smoke run a hard timeout (kill the process tree), log which tool is running, and fail with the tool's name instead of hanging.
