Description

Keep coverage uploads and release publishing working after Koko moves to KokoStreamTV. Authorize through the shared organization registry while retaining ordinary test builds for forks.

Depends on LizardByte/.github #999, which should merge first. The new authorization helper is pinned to its reviewed commit and reads organizations.json dynamically from the controller's master branch. Managed workflow copies will be updated through the global replicator.

Testing

Actionlint 1.7.12 (shellcheck/pyflakes disabled), yamllint 1.38.0, and git diff --check passed for the changed YAML workflow. The shared authorization suite passes within the controller's 189 tests, including registered destinations, unregistered forks, and registry failures.

This PR changes workflow configuration only; application/native builds and actual publishing were not run locally. Hosted checks are pending.
