Rust 每日计划列表沿用编辑页页脚，弹窗在短列表下出现大块留白与不可用的“保存”按钮；启动脚本按钮也缺少鼠标悬停反馈。

列表和编辑页使用独立滚动状态及对应按钮，页脚按实际按钮高度布局；长计划名称截断并可悬停查看，编辑、复制、删除保持可见。启动区域新增悬停、按下和阻塞状态，右侧设置按钮保持独立。

验证：

• 使用隔离演示配置打开真实 Rust 窗口，检查列表、编辑后返回及启动区域悬停。
• Rust 全量测试、Clippy、cargo fmt、Ruff check 和 format --check 通过；新增小屏、多计划、长名称及鼠标反馈测试。
• Windows 本机 Python 全量测试中，后端两项因缺少符号链接权限报错，GUI 两项既有子进程管道测试失败；Ubuntu CI 负责完整源码验证。
