Why is this change necessary?

Some repositories need a small set of trusted people who can merge pull requests without an approving review, while everyone else still needs one, and native auto-merge has to keep working for those people. GitHub ruleset bypass actors cannot do this: the asynchronous auto-merge and merge-when-ready completion path ignores bypass grants (open GitHub bug since mid-2025, no fix planned), and bypass actors often do not get the auto-merge button at all because they could merge immediately.

How does this change address the issue?

  • Each protected branch now gets two rulesets instead of one. The existing ruleset keeps everything except the review requirements: pull request required (0 approvals), required-check status check, non-fast-forward, deletion, merge methods. A new <name> (Review) ruleset carries the approval count, code owner review, last-push approval and stale-review dismissal. Rulesets on the same branch aggregate with the most restrictive version of a rule winning, so the effective policy for ordinary users is unchanged.
  • GithubRepoConfig.review_exempt_teams lists team slugs that are attached to the review ruleset as bypass actors with bypass_mode="exempt". Exempt skips the rule entirely for members of the team rather than offering a bypass, which is what the auto-merge path needs. The exemption is keyed on the user performing the merge, not the pull request author. Team IDs come from the Team resources created by create_teams, which now returns a slug-to-ID mapping, so no data-source lookup is needed on the deploy that first creates the team.
  • Unknown slugs fail before any resource is touched (ReviewExemptTeamNotFoundError, with the available slugs in the message).
  • GithubRepoConfig.merge_queue: MergeQueueConfig | None wires GitHub's merge queue into the core ruleset for later use. The queue's merge method is derived from the repository's allowed merge methods (which must resolve to exactly one, otherwise MergeQueueMergeMethodAmbiguousError), and require_branch_to_be_up_to_date_before_merge is forced off when a queue is on, since the queue already tests the merged result. Nothing in the template enables a queue.
  • Token permission wording for organization role assignments corrected: the lookup needs Custom organization roles read, assignment is covered by Members write. The previous wording asked for write on Custom organization roles, which is more than needed.

Requires pulumi-github 6.15.0 or newer, the first release documenting the exempt bypass mode. That floor lives in the base template's extensions/context.py and is raised there separately.

What side effects does this change have?

  • Every generated project's next deploy shows one in-place update plus one create per protected branch (the split), with no deletes. For repositories without review_exempt_teams the new ruleset is a no-op.
  • Existing admin and write-role bypass actors are applied to both rulesets, preserving today's behaviour.

How do we know this works?

  • Unit tests cover the slug validation error message and a consistency check that every slug referenced by a repository config matches a team config, plus the merge-method derivation (explicit single method, default squash, ambiguous case raises). Nothing asserts Pulumi resource wiring.
  • Whether GitHub's auto-merge completion honours exempt is not verifiable offline. It will be tested live in a downstream project on a single pilot repository with a one-member exempt team. If auto-merge stays blocked there, the fallback is a GitHub App that approves pull requests whose actor is in the exempt team, with the native review rule left in place.
  • Pre-commit passes on the template repo. CI's instantiate-template job lints and tests the rendered project.

Summary by CodeRabbit

  • New Features
    • Repository settings can now configure merge queues and designate teams that are exempt from required reviews.
    • Review exemptions are checked against configured teams, with clear errors for missing teams or ambiguous merge-queue methods.
    • Merge-queue settings apply compatible required-status-check behavior, while review requirements remain configurable.
  • Documentation
    • Updated GitHub organization-role guidance to specify read access for custom organization roles.

Each protected branch now gets a core ruleset (pull request required with
zero approvals, required-check, non-fast-forward, deletion, merge methods,
optional merge queue) and a separate "(Review)" ruleset carrying the
approval requirements. Teams listed in GithubRepoConfig.review_exempt_teams
are attached to the review ruleset with bypass_mode exempt, so the rule
never runs for their members while CI still applies. Exempt is used
because GitHub's auto-merge completion ignores the pull_request bypass
mode. create_teams returns the created team IDs for this.

GithubRepoConfig.merge_queue (MergeQueueConfig | None) wires a merge queue
into the core ruleset for later use. Its merge method is derived from the
repository's allowed merge methods, and the up-to-date requirement is
forced off while a queue is on.

Also corrects the organization role token permission wording (Custom
organization roles read, Members write). Needs pulumi-github 6.15.0 or
newer for the exempt bypass mode, a floor the base template sets.

📝 Walkthrough

The changes update custom organization role permission guidance and add GitHub repository support for team-based review exemptions and merge queues. Team creation now returns team IDs, which repository creation uses to validate team slugs and configure repository rulesets.

Changes: Custom role permission guidance

Layer / File(s) Summary
Update custom-role permission guidance

The README and code comments specify Read permission for custom organization roles. The Members write permission requirement for role assignment remains.

Repository review exemptions and merge queues

Return and pass team IDs
template/src/.../lib/teams.py, template/src/.../lib/program.py, template/src/.../lib/repo.py
create_teams returns team IDs keyed by slug. The program passes those IDs to create_repos.
Add repository policy configuration
template/src/.../lib/repo.py, template/src/.../lib/__init__.py
Repository configuration adds review-exempt team slugs and merge-queue settings. Validation rejects unknown team slugs, and merge-queue method resolution raises an error unless it selects exactly one method.

template/src/.../lib/repo.py, template/tests/unit/.../test_merge_queue.py, template/tests/unit/.../test_review_exemptions.py
Repository rulesets apply team review exemptions and optional merge-queue settings. Repository creation validates team slugs and passes team IDs into each repository. Unit tests cover merge-method resolution and review-exempt team validation.

A repository that is imported and has a merge queue enabled could get a merge method that its settings disallow. No queue is enabled by default, so the impact is narrow. Fix the method derivation before anyone enables a queue on an imported repository.

An imported repository takes its merge flags from
import_existing_repo_using_config, so the derivation now reads those
when present. Candidates are the methods enabled on the repository,
narrowed by allowed_merge_methods when that is set, and anything other
than exactly one candidate raises MergeQueueMergeMethodError.
pyrefly 1.4.0 added the open-unpacking check: a TypedDict that is not
closed may carry extra keys, so `**deploy_kwargs` could collide with the
other keyword parameters of GithubOidcConfig. Marking the TypedDict
closed (typing_extensions, PEP 728) states that it has exactly the
declared keys. Rendered projects install the latest pyrefly in CI, so
every pull request was failing on this.
