This is an operational rollout metadata change. HIVE owner self-audit must be recorded as NOT INDEPENDENT under ADR-019/020. Merge only after exact-head required checks, Review Evidence, thread resolution, and the HIVE semantic/security audit pass; then verify push CI on the exact new main SHA.
